Wal-Mart rolls back city expansion plans

"A shifting political landscape has upended Wal-Mart Stores Inc.'s expansion plans in Chicago.
The retailer has suffered a series of setbacks in Chicago after its City Council allies in 2006 narrowly defeated a proposed law that would have required it to pay higher wages. Mayor Richard M. Daley's recent rejection of a Wal-Mart store in Chatham has only added to the Bentonville, Ark., company's woes." ....
