"March 30 (Bloomberg) -- Billionaire Philip Anschutz’s plan to build a football stadium and convention-center addition in downtown Los Angeles offers the city a financial guarantee that falls short of what he gave with Staples Center 13 years ago.

The Anschutz subsidiary behind the project is providing no letter of credit or additional guarantee for $350 million of municipal bonds related to the development, according to a Feb. 16 proposal, unlike the backing provided for Staples Center." ....

"Local consumers could see sharp electricity rate increases under sweeping new legislation that would require them to ramp up their energy supplies from wind, solar and other green sources, local utilities said.

On Thursday, the state Assembly voted 55-19 to approve a measure requiring power companies to obtain up to 33 percent of their energy supplies from green sources, up sharply from the current 20 percent. The state Senate already has passed the bill.

The measure, which requires the approval of Gov. Jerry Brown, aims to reduce greenhouse gas emissions in California while boosting jobs in the state's fast-growing green economy." ....

Hotel owner Korean Air and developer Thomas Properties Group plan to raze the existing hotel at the intersection of Wilshire Boulevard and Figueroa Street and build a 65-story, 1.5 million square foot office building and a 45-story building comprising 650 hotel rooms and up to 100 condos." ...

In a move that probably assures the Kings will relocate, the Anaheim City Council approved a $75 million incentive plan Tuesday designed to lure the NBA team from Sacramento.

A series of 5-0 votes came as Sacramento officials all but conceded the team is gone. Although the city had hinted a day earlier that it would sue Anaheim, Mayor Kevin Johnson said Tuesday he was fine with the Kings' departure as long as the team owners, the Maloofs, repay a $77 million debt to the city." ...

"San Jose officials Tuesday unanimously approved bond financing for a $120 million renovation of the city's aging convention center despite potential risk to a city budget already awash in red ink.

The project posed a quandary for city officials, who are grappling with a $105.4 million shortfall in the city's general fund that may trigger major reductions in basic services such as police and libraries. Should economic assumptions and safeguards underlying the convention center financing not hold, the city would have to pay bondholders out of a general fund now in its 10th straight year of deficits, further eroding services.

But putting off the project would mean that the San Jose McEnery Convention Center would surrender business to more modern venues in Santa Clara and San Francisco." ...
